Bo District Council Best… USA Students
Students from Mendoza College of Business, USA, have rated Bo District Council as the best council in Sierra Leone that is why they were directed to understudy the council’s revenue generation strategies and its best practices in terms of transparency and accountability in utilizing tax-payers monies for community development.
The students, led by Mike Cordingley, made the assessment during a recent closed door meeting with the Chairman of the Bo District Council, Joseph Munda Bindi, in his Kebbie Town office in Bo where they shared information on revenue generation, transparency and accountability.
Addressing the students, Joseph Munda Bindi stressed that revenue mobilization is the key to the success of all councils, recalling that in 2011, the Bo District Council undertook a property tax survey and established a data for over seven thousand properties surveyed in Bo and its immediate environs. He further informed that the property tax was subsequently introduced last year and that fifty million Leones was collected amounting to only fifteen percent of what the council projected, a situation which, he said, has prompted the council to embark on a vigorous tax education this year so as to increase their home source revenue generation.
“To ensure transparency and accountability, taxes are paid directly into the council’s bank account and council budgets are always published for the benefit of the public,” Bindi informed the students.
He further revealed that the collected taxes are used to undertake demand driven projects identified by ward committees.
