For improper records management… SKM Sierra Leone damns Auditor-General’s report
Society for Knowledge Management Sierra Leone, (SKM-Sierra Leone), has categorically condemned the Auditor-General’s 2011 Report for having loopholes that emanated from improper record management and the organization is now advocating vigorously for a repeal of the old 1965 Public Archives Act to aid the Auditor-General’s office to properly execute its mandate of uncovering the dubious activities adversely affecting this republic.
In a recent interview with this reporter, the SKM programmes Director, Umaru Bangura, described the said report as shameful, lacking proper records as some documents reportedly went missing and therefore could not be recorded. With a repeal of the antiquated Public Archives Act, he went on, the problem of improper records faced by many government institutions, as highlighted in the report, will be addressed. He pointed out that the archaic Public Archives Act clearly contravenes President Koroma’s Agenda for Prosperity.
Mr. Bangura informed that UNESCO is funding the campaign for the repeal of the Act to ease the work of the Auditor-General’s office and to prevent a repeat of a similar negative report.
He recalled that a consultative forum, graced by the then Minister of Information and Communication, Ibrahim Ben Kargbo, was held in defects of the Act and it was later recommended that a bill be drafted for the repeal of the Act, concluding that SKM has been holding a nationwide consultation on the repeal of the Act.
