First Bureau Meeting of the Second African Union Conference of Ministers Responsible for Mineral Resources Development kicks off

Addis Ababa, October 8, 2012- The meeting of Senior Officials started today with the objective to review the business plan for the Africa Mineral Development Centre (AMDC), and discussed the modalities for continuous interaction, consultation and involvement of Regional Economic Communities (RECs), civil society and private sector on the implementation of the Action Plan for African Mining Vision (AMV) as a continental tool for guiding the prudent, transparent and efficient development and management of Africa’s mineral resources, which was endorsed by the Second Ordinary Session of the AU Conference of Ministers Responsible for Mineral Resources convened at Ministerial level on 15th and 16th December, 2011.

In addition to the valuable recommendations of the conference, it was proposed that AUC in collaboration with NEPAD Planning and Coordinating Agency (NPCA), Economic Commission for Africa (ECA) and the African Development Bank (AfDB), establish the AMDC as a flagship project of the Joint Secretariat to provide technical capacity for implementing the proposed activities in the Action Plan and   to support the implementation of the AMV.

The decision and declaration of the Second Ordinary Session of the AU Conference of Ministers Responsible for Mineral Resources were endorsed by the African Heads of State at the 2012 January summit, in order to meet the Millennium Development Goals (MDGs), eradicate poverty and secure intergenerational equity through broad-based sustainable socio-economic development.  The Summit also endorsed the proposal to establish AMDC to provide strategic technical support capacity for implementing to AU/NEPAD, Regional Economic Communities (RECs) and Member States for the implementation of the Action Plan and hence the AMV, and call on development partners to support the activities of the proposed center.

“Africa is richly endowed with minerals of with a low level of Industrial development and value addition and still exports raw materials. In this realization, the African Union has developed the African Mining Vision (AMV), as a continental framework to ensure that African can harness this potential to attain its sustainable development goals”, said Treasure Thembisile Maphanga, Director of Trade and Industry Department, at today’s opening session of the meeting.

The meeting is expected to deliberate on the following:

  • Consideration and discussion of the business plan for Africa Mineral Development Centre (AMDC);
  • Consideration of arrangements for organizing the third session of AU Ministers Responsible for Mineral Resources Development;
  • Discussion of the modalities for interaction and involvement of Regional Economic Communities (RECs) on the implementation of the Action Plan for AMV;
  • Discussion of the modalities for interaction and involvement of the civil society and Private Sector;
  • Venue and date for the second AU Conference of Ministers Responsible for Mineral Resources Development (CAMRMRD) Bureau meeting.

The experts will present their report with recommendations to the Ministers at the meeting on Tuesday 9th October 2012

The members of the Bureau that participated are Ethiopia (chair), Mozambique, Democratic Republic of Congo and Algeria and Mali
