ENCISS Donates Le 63m to Youths
ENCISS has a mandate to increase the capacity of civil society organisations in order to encourage their full participation in monitoring government policies and programmes and on Friday, 13th August 2010 donated six brand new Yamaha motor bikes to the youth department of the education ministry to enable them coordinate youth activities in all districts and provincial headquarter towns.
The Director of Grants, Anmarie Bassy, while elaborating on the definition of ENCISS, said the project is being managed by CARE-SL and funded by DFID.
She described ENCISS as an independent, non-partisan organisation working for the improvement of poor peoples’ lives, adding that the organisation normally partners with communities, civil society organisations and government for greater equity in resource allocation, reduction in poor peoples’ vulnerability and increase in social stability.
Anmarie Bassy recalled that the relationship between ENCISS and the Ministry of Education, Youth and Sport dated far back in 2006 when both parties signed an MOU to establish the framework and principles of collaboration at a time government was implementing national programmes aimed at facilitating the rebuilding of the country after the war, primarily focussing on reforms of state institutions and structures as a platform for introducing good governance and improving the quality of life of the people.
Since the inception of the organisation in 2005, seventy-four grants have been provided to CSOs and state institutions including ministries, departments and agencies (MDA) to enhance or strengthen their capacities which include grants awarded to six local councils in Bombali, Koinadugu, Bonthe and Western Area Rural District to support them in developing their district development plans in a manner that is participatory and inclusive.
She ended that ENCISS as an organisation has no doubt that the motorcycles provided will be used in the manner intended and maintained.
The Deputy Minister of Education Youth and Sport 1, Algassimu Jah described the marriage between ENCISS and the ministry as a one made in heaven. He thanked ENCISS for the gesture as it is because of their help that eight provincial offices have been capacitated.
The Permanent Secretary in the ministry of youth, Abdul Robert Dumbuya hopes that the collaboration and support will continue.
