How ACC Conducted Search at the Judiciary Sub-Treasury Office

On Tuesday April 30th, 2019, the lead Investigator for the Anti-Corruption commission, Andrew Demby told High Court presided over by Justice Fatmata Bintu Alhadi how they conducted a search at the judiciary sub-Treasury office, law court building on Siaka Steven Street in Freetown.

In his testimony, Mr. Demby explained that on March 20th, 2019, he conducted a search at the said officeadding that initially, he visited the office in company of other ACC officers where he said, they met the first accused, Steven Yaya Mansaray and other officers of the National Revenue Authority in the persons of Abubakarr Bangura and Isatu Kamara.

At this stage, the Investigator said, he introduced himself and team to the 3rd accused, Isatu Kamara and explained purpose of their visitwhich he said, was to conduct a search in relation to a receipt alleged to have been issued in acknowledgement of the payment of Le60M as fines on conviction of Mr. Shears Moses.

Mr. Demby said, he further told the third accused that the search required them to look for financial documents including ledgers, receipts, deposit slips among other things and continued that he enquired about her knowledge of the said Le 60M of fines on conviction of Mr. Shears Moses. At this point, he said the 4th accused explained to him that the said payment was processed by the second accused who had gone for medical attention at the time of visit. “She then gave us the cell number of the second accuse but was unreachable adding that the fourth accused then directed them to see the Master and Registrar in his office where they met and told him that, they have conducted a search at the sub-treasury relating to receipts issued on account of payment of the sum of Le60M been fined on conviction of Mr. Shears Moses. He said the first accused then called the Accountant, Mr. Nyalllay to the office and explained the purpose of their visit. After which, he said the first accused then called second accused on her cell phone.

He said the search was conducted in presence of the second accused and one Laurence B. Kamara and other officials assigned to the sub-treasury office. He maintained that during the search, various documents were taken from the said office by the ACC investigators.

At the conclusion of the search, Mr. Demby said section 71 notice was signed by all parties that witnessed the search.

Sow and VT Biadoma represented the ACC while AB Sangarie, A Bah, I I Mansaray, AES Turay and others represented the accused persons.
