Over $45,000 Unauthorised Payment Administrator General May Be Dragged To Court

Mr. Ahmed Mustapha Ahmed, who says he is the next of kin to the late Alhaji Mustapha Ahmed Mahmoud, has told this newspaper that he has consulted a lawyer to retrieve the sum of $45,0000 plus short payment to him and his sister of $6,000 from the Administrator and Registrar General of the Republic of Sierra Leone, Haja Mariama Seray Kallay, which he said was wrongfully paid to one Miss Sia Mani from the proceeds of the sale of his late father’s property at 15 B Murray Town Road in Freetown sometime in 2015.  (Photo: Administrator and Registrar General, Haja Mariama Seray Kallay)

Mr. Ahmed explained that after the sale of the said property he wrote a letter to the Registrar general date 11th. August, 2015 asking her to keep the money and not disburse any part of it until he personally came to Sierra Leone from England to receive the money.

He lamented that he was shocked when upon his arrival together with his sister, Mrs. Saffia Anis nee Mustapha Ahmed, the Administrator General informed them that she had paid the sum of $45,000 to a lady going by the name of Halima Ahmed but whose actual name is Sia Mani, on the claim that she was a daughter of the late Alhaji Mustapha Ahmed Mahmoud.

According to Mr. Ahmed, their father had only two children, himself and his sister, Saffia. He disclosed that the said Miss Sia Mani was brought up by his late father but that she neither has any family relationship to them nor does she have any right or claim to his late father’s property or money.

He also revealed that when the matter came to a head sometime in 2017, it was agreed that the three of them should do a DNA test to ascertain their parentage, and that, while he and his sister have done the test proved that they are the children of the late Alaji Ahmed Mustapha Mahmoud and their mother, Miss Sia Mani flatly refused to do the test.

Mr. Ahmed who is living in the United Kingdom said he came purposely to Sierra Leone to ask the Administrator and Registrar General, Haja Mariama Seray Kallay to refund the money that she illegally paid to Miss Sia Mani, but that he had been unable to see her or talk to her as she refused to see him or talk to him.

“Haja Mariama Seray Kallay refused to give me an appointment to see her, and in fact she has blocked my telephone number, after she sent me the last WhatsApp message telling me that she will only talk to me through my Lawyers,” Mr. Ahmed recounted.

Concluding, Mr. Ahmed said he has now consulted Lawyer Alex Mugbe Musa who has written a formal letter to Madam Kallay asking for the refund of the $45,000 and their short payment of $12,000, to which she replied in a WhatsApp message that she had no money for them and they must go to court.

Responding to these allegations in a telephone conversation, Madam Mariama Seray Kallay stated that she has blocked the phone number of Mr. Ahmed Mustapha Ahmed, informing him that she will only deal with him through his Lawyers.

She explained that she has documents to prove that the lady in question, Halima Ahmed popularly known as Sia Mani, is the daughter of the late Alhaji Mustapha Ahmed Mahmoud and therefore has right and claim to the property of her late father.

She also explained that she has given appropriate response to Lawyer Alex Mugbe Musa and was now waiting for further actions of Mr. Ahmed Mustapha Ahmed.
