Girl Child Refund Non-refundable
We have been receiving frequent reports that the recent girl child refund disbursed to Junior Secondary Schools ended up being mismanaged by certain principals with the transparent excuse that they spent it on the schools with the consent of the parents.
We believe the girl child refund is to be refunded to parents who pay school fees for their girls; it is not meant for the construction or renovation of school structures. Crafty principals suggest to eager parents that the refund be used to solve the problems of the school and the vulnerable parents are left with no alternative but to concede in their desperation to see their children educated and for fear of reprisals. Usually, the refund ends up in pockets, not on the schools as agreed with the parents.
This problem is being compounded by the notorious fact that many schools have not been receiving the girl child refund for academic years. We are not oblivious of the obvious fact that some honest principals refund the fees to deserving parents even though some other principals add counterfeit names to inflate their claims so as to lick their fingers.
We are not trying to witch hunt the poor principals but just trying to let things go the right way so that everybody gets his or her due. We are in no position to condone public officials who abuse their offices to confuse people with imperative requests just to fertilize their pockets with what is meant for others.
We are raising the girl child refund issue to draw government’s attention to the fact that some unpatriotic principals have made it a habit to deprive parents of the fees refund using clever tactics that the parents cannot afford to resist. Many of these foxy principals are versed in fabricating fictitious payment vouchers after making inflated claims.
We are, therefore, recommending that government do more monitoring of the fees refund exercises and the Education Ministry must be cross checking the rolls and claims for the refund.
