2010 Budget Endorsed
Members of the House of Parliament in Sierra Leone on Wednesday December 16 approved the Appropriation Act 2010, authorizing expenditure from the consolidated fund for the service of Sierra Leone for the 2010 financial year. Making a statement in the well of parliament, the Deputy Minister of Finance and Economic Development Mr. Momodu Kargbo said “the Ministry is moving away from consumption budget to investment and implementation based budget”.
The Deputy Minister stressed on issues of procurement as that of public finance, adding that it has become a cankerworm in society which he noted contributes to poverty, waste, abuse and lapses in the stalling of the country’s development.
Minority Leader Hon. Emmanuel Turay said “everybody should have concern for each other if we want the country to develop,” stressing that the people are responsible for the poverty in the country in their attitude towards the use and dispensing of public money. He requested that officers of the Ministry of Finance and Economic Development release funds within the time frame that is meant for development purposes, calling on them to carry out their responsibilities in the interest of the state and not for self.
The Minority leader noted however that the twenty percent increase in salaries is not much and can hardly alleviate the sufferings of the ordinary civil servant in these hard times.
Deputy Majority Leader Hon. Sheku B. Dumbuya offered thanks to the opposition members of parliament from the Sierra Leone People’s Party (SLPP) for their sincere contribution to the budget, adding that such must always be the case in the interest of the development of the nation.
