The Local Government’s Manipulations!
It was all a shock to discover that the Local Government Minister, time and again, joined hands with officials of the National Audit Service Commission to unjustifiably omit audit findings of annual financial operations of Local Councils in Sierra Leone.
Over the years (2007-2010), audit reports published by the National Audit Service Commission bear not, any information depicting annual financial expenditure of all the Local Councils in Sierra Leone.
Facts as gathered have revelations connecting unwholesome and conspiratorial activities of top officials of respective Local Councils and the Minister of Local Government, Amb. Dauda Kamara (in photo).
The City Council and Town Councils collect big fat monies from tax payers annually. Generally, monies collected by the Local Councils are used for the make up of communities of persons paying the tax.
The Freetown City Council being the biggest of all the Councils nationwide, by speculation, collects too billions of Leones on local and other taxes.
Just last year 2009, the City Council was believed to have collected almost two billion on local tax and five or more on other taxes.
How monies collected are spent, who audits them and where reports are published, are the off-putting cries of the vulnerable.
Of course, payers have referred to the reckless misbehaviours of both the Ministry of Local Government and the various Councils countrywide as: ‘a ploy to siphon state’s money and put into the pockets of the greedy and immoral.’
While we challenge the National Audit Service Commission, we are proud to say authoritatively that our ace reporter engaged Commissioner Mommoh on reasons bordering on his organization’s absolute disregard for laws as enshrined in the good books of this country.
Audit Service Commissioner was however asked to state reasons why, on two consecutive years, the Freetown City Council and Councils throughout Sierra Leone have neither been talked about nor even mentioned in annual audit reports of 2007-2008.
The answer that came from Commissioner Mommoh, though nonsensical, exposed conducts of the Local Government Minister.
That it was due to instructions from the Local Government Minister that persons at the National Audit Service Commission have woefully included the Local Councils in the 2007 and 2008 audit findings.
Covert conducts of the Local Government Minister have been viewed as having overdoubled corruption tendencies and a ploy to cause the easy misappropriation of monies meant for public use.
Sierra Express Media wants the public to know that the conspiratorial and unwholesome behaviour of officials of the Audit Service Commission, Local Councils and Local Government Ministry, has serious corruption tendencies and therefore warrant the intervention of the Anti Corruption Commission.
Our standpoint, and how we unchangeably see it is, the current Local Government Minister and officials of various Local Councils, including members of National Audit Service Commission, must be taken to task and made to explain reasons for omitting reports explaining annual financial conducts of the Local Councils.
