Dear Electoral Commissioners: Ref: Petition, Dispute and Protest of the September 12th, 2010 Election Results for the Washington Metropolitan Chapter (WMC)

On behalf of my supporters and my humble self, I am hereby petitioning, disputing and protesting the altered outcome of the Washington DC elections held on Sunday, September 12, 2010 at the New Horizon Hall, in Maryland USA.  I believe I democratically contested and won the presidency of our great and very important All Peoples Congress Branch, WMC   in the United States of America – the WMC chapter.

My reasons for submitting this Petition are as follows:-

Mrs. Mamusu Conteh, APCNA Elections Officer, sent by APCNA national body to observe the elections, infringed on our chapter sovereignty when she actively participated in the election process, thereby rendering your duties as our appointed and approved Electoral Commissioners useless. I believe that you are capable and trustworthy individuals who were appointed and approved by our chapter executive to conduct our elections.

Before the counting of the ballot Mrs. Mamusu Conteh openly pronounced that – it is time for women to be in-charge, and even boasted that 2017 election a woman would surely be the flag bearer for the APC party.  In my opinion, this kind of statement was evident that she was on the side of my opponent which thus compels me to opinionate that she came with a mind set-which was to do everything in her power to rig the election in the favor of my opponent.

  • Mrs. Mamusu Conteh, illegally disqualified votes cast for me after consultations with members of the opposition, specifically Mr. Hassan Kamara and Hon. Dauda Tombo Bangura.  With the help of Mr. Hassan Kamara, a non member of the Electoral Commission, Mrs. Mamusu Conteh  invalidated 47 votes cast for me and placed them in her purse.  She unilaterally made the decision to void the said ballots, without the approval of your body – the Honorable Electoral Commissioners appointed to serve us.
  • Mrs. Mamusu Conteh’s reason for invalidating my votes is that, the hand writing on the ballots were the same or similar. She unreasonably assumed someone may have falsified those particular ballots.  Prior to voting commencement, it was alleged Mrs. Conteh herself was filling out ballot papers.  Mr. Mohamed Lamin Fofanah, a supporter of Mrs. Yabom Sesay-Koroma, was also filling out ballots to help some of our chapter members who could not read or write.   There lies the reason for the same handwriting on the several ballot papers.
  • Mr. Mohamed Fofanah, supporter of my opponent Mrs. Yabom Sesay, unduly influenced voters during the ballot counting process.  Mr. Fofanah was caught placing the names of his candidate on the ballot papers of my supporters who could neither read nor write. One such example is Haja Fatu Davis, one of my supporters and several others, said that Mr. Mohamed Lamin Fornah wrote on their ballot papers.
  • ·Last but not the least violation- democracy was compromised when the People’s Right to Vote for a candidate of their choice was taken away from them when we were forced into a block vote because of poor planning and subsequent time constraints.  No matter the circumstances we believe that when democracy is compromised, the recipe for disagreements and rancor within our APC family and our nation are dramatically increased.
  • Nowhere in our great party’s constitution or North American Bylaws does it state that only the presidents should be voted for in chapter or branch elections.   We believe that the only reason the rules were changed at the last in the elections hall, was because the momentum was on our side, based on the first votes.
  • ·Voters were disenfranchised when they were prevented  from voting for each one of the candidates who could  have made up our entire executive comprising of Mrs. Yabome Sesay’s and our side, thereby making the chapter executive members more mixed and diverse.

When outgoing President, Rtd. Col. Idrisa Kamara appointed you to serve our chapter, and you were approved by all members of the outgoing executive, because all of us believe you are people of integrity.   Nearly all of us in the most populous and important APCNA    chapter strongly respect you and we believe, you were going to ensure the elections were free and fair.  We needed credible people like you to serve our chapter elections and you stood up to serve us.

As our Electoral Commissioners, I believe that you cannot guarantee the elections were free and fair via a transparent process because the national body sent someone else who took over your job. I respectfully urge you not to certify the elections.   Why was our chapter not allowed to have impartial inspectors like you to oversee the election process, without undue influences?  I believe, you could have served, as a non-partisan body which could have determined the election procedures, its conduct and the outcome.

For the above stated reasons, my supporters and I hereby exercise our democratic rights to petition theses results, or I am declared winner of the said elections. I respectfully disagree with the results! I respectfully protest the amended outcome!  I democratically protest the announced results that Mrs. Yabom Sesay was the winner.  My supporters and my humble self, with the stated facts above, strongly believe that, I Abdul Bero Kamara was the winner in the elections of Sunday, September 2010… I therefore look forward to your timely and prompt response to my petition, dispute and disagreement of the announced results.

In the struggles of APC, there is victory for us all and so I BELIEVE, as I remain committed to President Koroma’s call for Attitudinal Change, Accountability and Transparency.
