BIO Metric System: novelty in the NASSIT pension scheme
On February 28, 2008 at the Central Bank of Sierra Leone, The National Social Security Trust (NASSIT) started the registration of its members using the Biometric Registration System (BRS) that was integrated with a new and separately developed enhanced Pension Enterprise Solution – NAPOS II. The BRS and the Pension Enterprise solution were developed by SBTS Group (SL) Limited, an indigenous Technology firm as a security enhanced system targeting the NASSIT pension scheme.
The new solution was implemented to ensure the integrity, reliability and long term growth of the trust. The security enhanced capabilities of the BRS system were implemented to address issues of duplicity with respect to registration, member servicing and payouts.
The development of NAPOS II was undertaken to create an improved platform for computerized and electronic processing of contributions, records, benefits payouts and reporting. The long awaited project needed time to address the meticulous development efforts needing every bit of patience and professional competence. The BRS Registration process (undertaken by NASSIT) has planned a countrywide registration in order to capture and store the BRS records (thumb and facial capture) of all NASSIT Members. Members shall also get a new bar-coded PVC Social Security Card that allows NASSIT employees to call up BRS records and to verify a member’s identity prior to payout and servicing. NASSIT is currently registering institutions of 50 persons or more and will inform the public in due course for registration sites
NASSIT has been successful in collecting pension payments from government and the private sector. As a result, NASSIT Management had the foresight to realize that the long-term integrity of the fund depended on the ability of the fund to keep accurate records and prevent fraud.
The management’s foresight allows Sierra Leone to take premiere position as one of the first social security funds in West Africa to implement such a solution. NASSIT should be further commended for having the courage to award the project to a competent domestic firm allowing for growth of Sierra Leone’s burgeoning technology sector.
Overall, the Biometric system now employed by NASSIT is live and serves as the beginning of certified security system that precipitated the adoption of systems like ASYCUDA that now forms the threshold of the country’s tax collection and revenue base.Â
