Minister Explains GST Receipt Saga

The deputy minister of finance and economic development Dr Richard Conteh has over the weekend broken silence on the wide spread publicity given to him on the Goods and Service Tax (GST) receipt that he was the one to blame straight for the gullible public to know the truth as most of what has been reported by the press is not true.

Dr Conteh disclosed that the receipt abroad was a government decision and not his decision. He maintained that the National Public Procurement Authority (NPPA) gave the National Revenue Authority (NRA) a waiver to do sole sourcing and this was because the receipt has to be security tied and not every person can do it adding that the government printing in Sierra Leone also gave NRA  a waiver to print abroad underlining that his own role in that process was just to request NRA to follow due process by ensuring the law officer department and the chairman of the board vet the contract and after consulting with its members to sign together with the acting commission general of NRA Mrs. Kallah Kamara.

I did not sign the contract I did not negotiate the contract I did not identify the contractors and I did not determined the quantity and technical specification said Dr Richard Conteh.
