Le 900 Million Waterloo Council Complex Handed Over

Hon. Raymond Issa Kabbia, Deputy Minister of Internal Affairs, Local Government and Rural Development on behalf of President Ernest Bai Koroma handed over a nine hundred million Leones complex to be used as the administrative offices of the Waterloo District Council during a well attended ceremony yesterday, Thursday 8th October 2009, at Waterloo.

The chairman of the occasion Alhaji Alhaji Bangura, the Chief Administrator for the Waterloo Council in his speech said the decentralization started in 2004 but that since that time the Waterloo District Council had no benefit as they were operating from a four room house where they maintained offices. He revealed that it is the  government of Ernest Bai Koroma that provided the complex through funds from the World Bank.

Alhaji Bangura informed the gathering that government in his wisdom has helped the community. He expressed appreciation on behalf of the Waterloo District Council.

In his statement, Hon. Edward Kamara, Member of Parliament for Constituency 95 said he is happy for the building, and expressed thanks to Government for the work they have done to their district. He promised that as long as they now have new buildings for their offices, everything in the district will become new. On the issue of the Attitudinal Change initiative, he promised government that it will also change. Addressing the local council workers, he warned that anyone who does not work with the chief administrator will not succeed, and concluded by calling on the chairman in the council to work with the Chief Administrator.

In his keynote address, Hon. Raymond Issa Kabbia expressed appreciation to Mr. Allieu Mansaray, the former council chairman of the Waterloo District Council and expressed thanks to Magistrate Bineh and other dignitaries.

“We as the Local government always believe in taking the government to the people,” he said. Giving a background of their effort, he said that in 2007 the Human Index report in the world rated Sierra Leone the last out of 177 countries because those then in power were not ready to take the government to the people, but that they are ready to do the opposite in bringing the government to the people.

The Minster also revealed a whooping five billion Leones funding has been signed for other councils in the country who did not benefit. These he said include the Kambia District Council and the Bombali District Council.

Other speakers included the chairman of the Western Area District Council, Mr. Mark Dauda, and Director of Finance in the Finance ministry under Decentralization and. Mr. Alhassan Kanu, Director of the Decentralization Secretariat.

The vote of thanks was made by the former chairman of the Waterloo District Council Mr. Allieu Mansaray.
