RSA Cancelation of Alumed Contract

In the press release, SLRSA disclosed that in August 2014, it advertised for the construction of an ultra-modern office at its Africanus Road, Kissy Branch through International Competitive Bidding.
According to the release, nine persons and companies submitted bids including Mohamed Conteh of Messers Alumed International Trading and Construction, that the evaluation bids commenced and that the Evaluation Committee recommended Messers Alumed International Trading and Construction of Waterloo Street with a letter of notification to the company clearly outlining the six criteria to be fulfilled before the final award of the contract.
The release further states that Messers Alumed International Trading and Construction submitted some of the documentations requested but appealed for additional time to submit the performance and advance payment bonds which are very crucial in the procurement process that was granted but that Mohamed Conteh was unable to submit the balance documents which became a serious concern to SLRSA.
The release furthered that this prompted SLRSA to investigate the matter only to discover that there was no assessment and payment by Messers Alumed International Trading and Construction since 2014 to date to the National Revenue Authority (NRA), one of the key criteria in any procurement process.
The release went on, “even though records at the National Revenue Authority (NRA) indicate that Messers Alumed International Trading and Construction has not honored its tax obligations since 2014, Mohamed Conteh produced an apparent updated tax clearance, a clear indication of forgery. In view of the above, the National Public Procurement Authority (NPPA) was informed about the fake NRA documents submitted by Messers Alumed International Trading and Construction and the non-submission of advance payment as requested. The NPPA reviewed the relevant documents and correspondences and did not object the termination of the notification of the award letter. On 10th June, 2015 the notification of award letter issued was terminated and the Evaluation Committee report was revisited.”
The release further outlined that after all these statutory processes, Mohamed Conteh of Messers Alumed International Trading and Construction commenced a campaign of calumny against the SLRSA Executive Director using both the traditional and social media spreading libelous information.
“Mohamed Conteh, by his unscrupulous activities, contributed in delaying a very important project which is part of Government’s Performance Tracking Table (PTT) and President Ernest Bai Koroma’s Agenda for Prosperity and above all, it has been further discovered that Mohamed Conteh has not got what it takes to undertake such premier contract based on his character and conduct,” the release went on to underscore.
SLRSA Public Relations Officer, Abdul Karim Dumbuya, who chaired the ceremony, said that the Authority is a statutory institution that would not engage in social media campaign, that Alumed Mohamed Conteh intended to use the contract money to secure a symbol to contest the bye-election in Constituency 100 in Freetown East and that the Ministry of Education has blacklisted Messers Alumed International Trading and Construction due to its dubious and fallacious procedures of accessing contracts.
A letter from the Sierra Leone Commercial Bank dated 3rd August, 2015 states that the management of the bank has painstakingly resolved to cancel the said Performance Bond with immediate effect and taken notice that the Bank will no longer be liable should you (Messers Alumed International Trading and Construction, Mohamed Conteh) act on the said Performance Bond.
Another letter from the NPPA of 4th June, 2015 informs that NPPA agrees with the decision of the SLRSA Procurement Committee to cancel the contract awarded to Messers Alumed International Trading and Construction for failure to produce an advance payment guarantee even after an extension of the delivery date was granted as requested.
