MINISTRY OF TRADE & INDUSTRY RECRUITING FOR LOCAL CONTENT PROFESSIONALS

In August 2014 the Ministry of Trade and Industry will be launching a Local Content Unit, the objective of which is to promote the wider usage of local content by:
- Enhancing the Government of Sierra Leone’s Local Content Policy;
- Ensuring a better understanding of the nature and benefits of local content; and
- Monitoring local content usage to identify opportunities and constraints.
The positions being recruited for include:
Head of the Local Content Unit, 10+ years’ experience
- Oversee the development and implementation of the Local Content Policy (LCP).
- Manage the staff and operations of the Local Content Unit (LCU).
- Coordinate the work of the LCU with Development Partners, Government MDAs and civil society, liaising with public and private enterprises to ensure close collaboration on local content.
Qualifications and experience:
- A postgraduate degree in economics, social sciences, business administration or law is required.
- Experience in policy development, setting objectives and delivering a strategy for an organisation engaged in policy, monitoring and outreach for government, trade and industry, or civil society and non-government organisations.
- Experience in coordination and liaison across government and private sector entities.
Local Content Policy Adviser, 5+ years’ experience
- Investigate and assess Local Content Policy (LCP) issues in Sierra Leone.
- Investigate and advise on LCP issues in relevant countries, particularly in West Africa.
Qualifications and experience:
- An undergraduate degree in economics, social sciences, business administration or law is required.
- Experience in policy development for government, trade and industry, or civil society, analysing and advising on legal and business procedures.
Local Content Outreach Officer, 5+ years’ experience
- Support the Head of LCU in drafting and implementing an outreach strategy for the Local Content Policy (LCP).
Qualifications and experience:
- An undergraduate degree in economics, social sciences, business administration or communications is required.
- Experience in setting and delivering a communications strategy for an organisation in government, trade and industry, or civil society.
Local Content Monitoring Officer, 5+ years’ experience
- Design, implement and provide ongoing analysis using a local content monitoring system
Qualifications and experience:
- An undergraduate degree in economics, statistics, or other fields related to monitoring is required.
- Experience in the design and implementation of a monitoring and evaluation (M&E) system, the analysis and presentation of monitoring results.
Procurement and Supplier Development Officer, 8+ years’ experience
- Investigate procurement practices, identify constraints and opportunities for the promotion of local content and draft corresponding strategy.
- Establish liaison networks with key market actors and representatives of SMEs and investors.
Qualifications and experience:
- An undergraduate degree in economics, social sciences, business administration or law is required.
- Experience in public or private sector procurement.
- Experience of working with SMEs and establishing appropriate markets.
- Experience in building networks and liaison with private sector entities, including with SMEs.
