GOVERNMENT OF SIERRA LEONE, PUBLIC NOTICE

PRE-SHIPMENT INSPECTION OF ALL EXPORTS

The Ministry of Trade and Industry wishes to bring to the attention of the general public and the relevant exporters that the Government of Sierra Leone, WITH IMMEDIATE EFFECT, has appointed SPECIALIST INSPECTION SERVICES (SL) LTD to carry out the Pre-shipment Inspection of exports from Sierra Leone for the following areas:

I.  Nitty Port at Sierra Rutile

  • Export of Rutile
  • Export of Bauxite

II. Queen Elizabeth II Quay

  • All Exports

The program will operate as follows:

  1. Seven days prior to the loading date the exporter will make a written request to SIS offices, 24 Upper Brook Street, 2nd Floor, Freetown, Sierra Leone, for inspection of their intended cargo and supply SIS with copy of the PROFORMA INVOICE.
  2. SIS will immediately respond by opening a new file and issuing the exporter with a Request for Information (RFI) document which would state the amount of NES fee payable. The fee payable is 1 per cent of the FOB value of the cargo.  It is to be paid to the Government of Sierra Leone NES Account with the Sierra Leone Commercial Bank (Account Number: 00300118166030121).
  3. Upon confirmation of the receipt of the NES fee having been paid, the physical inspection will proceed and the exporter will be issued with a “PERMISSION TO LOAD” document from SIS Sierra Leone. Without this document, the exporter will not be permitted to load.
  4. Upon completion of the inspection process, a Clean Certificate of Inspection (CCI) will be issued to the exporter which will include the evaluation by SIS as to the true value of these goods and the correct NES fees payable.
