APC USA Communique

COMMUNIQUE ISSUED AT THE END OF A CONVENTION OF STAKEHOLDERS OF THE ALL PEOPLES CONGRESS (APC) USA BRANCH AND THE DELEGATION FROM THE NATIONAL SECRETARIAT OF THE PARTY IN WASHINGTON, 7TH DECEMBER 2013

  • Whereas the National Advisory Committee (NAC) of the APC believes that the USA Branch is organically linked to the party to make it whole
  • Whereas such connection should continue in a healthy way for the achievement and implementation of our common aspirations and policies to deliver prosperity for the people of Sierra Leone
  • Whereas the contribution of the APC USA Branch to the return to power of our party especially in its strong commitment to the leadership of President Ernest Bai Koroma, Leader and Chairman of our great party, is hereby acknowledged
  • And whereas the delegation sent by the Leader and NAC to look into issues surrounding the election of a substantive executive for the Branch following the expiration of the term of office of the erstwhile administration came with an open mind
  • Aware that the Branch does not have an authentic, verifiable and credible voter register
  • Aware that this state of affairs has created misunderstandings, misgivings, and misinformation between and among members of the USA Branch
  • Aware that this same situation has caused many members not to be ‘active and current’ to fulfill qualification requirements for them to exercise their franchise as per the provisions of both the bye-laws and the 5th December 1995 APC Constitution
  • Knowing that only a united Branch can bring the best possible results for a progressive party that will continue to be a pioneer in the politics of our country
  • Expressing profound thanks and appreciation to the Sierra Leone Ambassador to the USA for his assistance to the delegation in a variety of ways
  • Having therefore held frank, open, and fruitful consultations with all stakeholders including members of the outgoing executive and potential aspirants leading to this Convention
  • Now therefore the various representatives both from home and in the USA here assembled in Washington DC have agreed as follows:
  1. That the only way to amicably resolve the impasse is by abiding by a 2012 pre-Convention decision by NAC,  in accordance with the powers given to it by the 5th December 1995 APC Constitution, to select all executives of the party at all levels
  2. That an Interim Executive to sanitize the activities and operations of the Branch is hereby set up to mann the affairs of the USA Branch until further notice
  3. That this Interim Executive shall work with the Chapters and liaise with the National Secretariat, to put together measures to bring their membership lists up to date, raise funds and put the Branch on a sound financial standing
  4. That the Interim Executive embarks on a nation-wide membership drive and present a monthly report to the National Secretariat on progress made in that direction
  5. That the Interim Executive presents a bi-monthly statement of account to the National Secretariat
  6. That the Branch bye-laws are to be reviewed/amended consistent with the provisions of the 1995 APC Constitution
  7. That all protagonists and aspirants preceding this Convention are precluded from being members of the Interim Executive
  8. That all those selected to serve in the Interim Executive are automatically barred and disqualified to contest for the positions of Chairman, Vice Chairman, Secretary and Treasurer in the substantive executive that will emerge at the end of the interim tenure
  9. That all members of the Branch will cooperate, collaborate with, and support the Interim Executive at all times, especially in maintaining  peace, stability, unity and discipline among members of the Branch
  10. That all members are required henceforth to refrain and desist from confrontations, castigations and acrimonious conduct either through the social media or any other medium
  11. That the name of this Branch shall hereafter appropriately and continuously be known as the All Peoples Congress (APC) USA  Branch and not the APC North America Branch, while all correspondences and documents bearing the latter name before today’s date still remain valid and legal
  12. That, therefore, all here assembled, after thorough deliberations and consultations, hereby endorse the following persons to serve as members of the Interim Executive of the APC USA Branch until further notice:

Be it known therefore to all and sundry that the undersigned members of the APC USA Branch together with senior officials from the National Headquarters from Freetown have today Saturday 7th December 2013 adopted this communiqué in the interest of peace, stability and progress of our APC Party in general and the USA branch in particular.
