SLRA opens bid documents for Kailahun road project

SLRA opens bid documents for Kailahun road project

Senior Executive officials from the Sierra Leone Roads Authority (SLRA) comprising Mr. Salamu M. Koroma, Director of Administration, Mr. Amara J. Kanneh, Head of Procurement, Mr. Mark Jusu, Director of Feeder Roads and Mr. Hassan A. Turay, Director of Training and Human Resources, have opened the bid document for the rehabilitation of the Pendembu-Kailahun Road Project on Tuesday, October 29 at the SLRA conference room at the Authority’s headquarters at Kissy in Freetown.

In his opening remarks, Mr. Amara J. Kanneh disclosed that the people of Pendembu and Kailahun have been deprived for far too long of a good road which is the Pendembu-Kailahun road which is a 28 kilometer but very crucial road.

He noted that the process started last year in August when it was published in the local newspapers, adding that a lot has been happening from meetings in Pendembu and Kailahun.

He further stated that ten bidding documents were bought but only three were submitted, noting that he couldn’t tell why the other bidders did not come.

Mr. Kanneh cautioned bidders that they should not say that their own prize is low so they should be given the project but that they should realize that process will be fair and transparent.

In his remarks, Mr. Salamu M. Koroma welcomed the bidders and assured them that the process will be credible and fair to all bidders.

Mr. Abass Bangura, a representative from the National Public Procurement Agency (NPPA) said that he was at the ceremony to observe the process, adding that he was very happy to note that all the parameters of the process have been met.

Mr. I. Kamara, a representative from the Sierra Leone Road Transport Corporation (SLRTC) said that it is their duty to complement government’s efforts to provide safe and affordable bus services to the nation.

A representative from the civil society noted that the SLRA has always recognized their presence and that they will continue to monitor the process as he called on them to continue to be transparent.

A representative from the Audit Service, Sierra Leone pointed out that their role was observe the process.

Among the three bid documents that were submitted were First Tricon with a total bid price of $35,988,234.20  and a bid security of $1 million  with a bid validity of six months; the second bid was the CGC Nigeria Limited whose total bid prize was $21,581,972.07 with a bid security of $1million  with a bid validity of six months; while the third bid was from the HUAYA/CCECC, with a total bid price of $26,173,944.42 with a bid security of $1million and a bid validity of six months.

The ceremony concluded with the announcement that the winner of the Pendembu-Kailahun road project will be made known in three weeks time from yesterday’s date.

There were no objections raised by any of the bidders.
