Civil Society monitors commencement of revised national strategy in north
In a bid to ensure that the Revised National Anti-Corruption Strategy (RNACS) 2011-2013 is successfully implemented; a vital component of this Strategy-Civil Society Monitoring Groups (CSMG) has on Tuesday 21st August 2012 commenced the monitoring of all Ministries, Departments and Agencies (MDAs) on the first and second quarters 2012 implementation of the “Action Plans” in the Strategy matrix. It must be noted that monitoring of the RNACS is very critical to the successful implementation of the Strategy. Section 5(1)(C) of the Anti-Corruption Act 2008 provides that “the Commissioner as head of the Commission is responsible for the coordination of the implementation of the National Anti-Corruption Strategy”.
This exercise is expected to last for ten (10) working days and officials of all MDAs are expected to cooperate with the monitors. In Bombali and Tonkolili Districts, the monitors monitored the Ministries of Agriculture, Health, Justice and Social Welfare.
Speaking at the monitoring in Makeni, the Focal Person Ministry of Agriculture, Forestry and Food Security, Mr. Brima A.B. Kallon expressed great delight for the exercise. He maintained that the Ministry has made significant steps in addressing the key corruption issues highlighted in the strategy matrix. He furthered that the Ministry was willing to respond to questions the monitors would ask.
It could be recalled that since the start of 2012, several plans had been put in place by the NACS Secretariat to ensure a fair and smooth monitoring process. The Secretariat in May, 2012 established Integrity Committees in City/District Councils nationwide, and currently has focal persons at every MDA to ensure that progress is being made within these entities on the implementation of their “Action Plans”.
The Director National Anti-Corruption Strategy Secretariat (NACS), Mr. Nabillahi-Musa Kamara has emphasized that he is well pleased with the positive strides made so far in the implementation of the RNACS. He was confident that the monitors would generate a report that will be independent, unbiased, comprehensive and useful for the Commission in its efforts to deal with graft in the country.
