“For the very first time, we were able to put aside our very busy schedules with our Presidents, Prime Ministers, kings, Queens and Chief executives to meet and discuss at our own level.” said Alhaji sullay Daramy.

More than ninety Chiefs of Protocol from eighty Countries in Asia, Africa, America, Europe and International Organizations met on June 5th & 6th 2012 for the first time as a body, under the auspices of US Secretary of State Honorable Hillary R. Clinton, through Honorable Capricia Penavic Marshall Chief of Protocol of the United States to discuss diplomacy and protocol.

“During our deliberations, we reviewed our scope of operations as prescribed by the Vienna Convention on Diplomatic Relations of 1961, and found out that we had built on the traditions created over the years.

“We have set a charter for working together as nations and as people in civil discourse, and have also agreed to pass key processes, practices and experiences to future generations.

“This resolve will now enable us play more significant roles that will cement both bilateral and multi – lateral relationships with Countries and international Organizations.

“During the July 5 & 6th, 2012, meeting, we resolved to reinforce our respective nation’s, international organization’s diplomatic and foreign policy goals, strengthen our Country’s bilateral and Multilateral relationships by setting the framework for interaction, as contained in a seventeen point declaration we signed”. Quoting Honorable Capricia Penavic Marshall, Sierra Leone’s Chief of Protocol describes “protocol as an integral part of diplomacy, which plays an essential role in the conduct of Foreign Affairs engagement between nations as well as international organizations.

Earlier, Deputy Secretary of State Thomas R. Nides welcomed the Chiefs of protocol and said they are involved in every interaction between leaders of their countries and others around the world. “Therefore, Chiefs of Protocol should use their offices to help strengthen cultural, international and bi-lateral ties among nations and organizations.

Several speakers including His Excellency Yoon Yeocheol Chief of Protocol of the United Nations, His Excellency Pierre Henri Guignard, Permanent Observer of the Republic of France to the Organization of American States in Washington, Mr. Essam Abdul-Aziz Aljassim Executive Director of Protocol at the Court of His Royal Highness The Crown Prince of the Kingdom of Bahrain, and other distinguish guests and professionals spoke on different areas of diplomacy while making very cogent contributions to the august body.

They (Chiefs of Protocol) signed a seventeen point declaration, to deepen their mutual understanding of protocol and its importance in diplomacy through collaboration.

The seventeen point’s resolution recalled the signing of the Vienna Convention on Diplomatic Relations in 1961, and said the role and function of protocol has evolved. “However, the underlying tenets of the Convention, which established a system of International Courtesy and dictate the means of engagement between nations, remain strong.

Therefore they resolved to maintain best practices of their craft that would impact on the civility of their respective society because they have a responsibility to act as role models.

Mr. Saspo Ibrahim Sankoh who was also in attendance described the meeting as “necessary and timely”.

He said different participants dilated on the different forms of protocol practiced by each region, Continent and organization, which gave him the opportunity to learn more about protocol, while at the same time he had the opportunity to meet with his senior colleagues.
