ACC launches service delivery charter at Bo Govt Hospital
In the quest of promoting transparency and accountability in Ministries, Departments and Agencies (MDAS) the Anti-Corruption Commission has on Saturday, 5th.May 2012 launched the Service Delivery Charter at Bo Government Hospital. This event attracted a galaxy of health personnel and other stakeholders within the Bo city who went to grace the occasion.
Giving the opening remarks, Mr Mohamed Dumbuya, the Regional Manager of the ACC South, welcomed the health personnel and other colleagues from the commission to the program and expressed his sincere thanks for the good turnout. He first extended his condolences to the hospital staff and family of the late Matron Josephine Tucker who was buried already on Friday, 4th May, 2012.Mr Dumbuya gave a brief synopsis of service charter and informed all present that the development of service charters is now a global phenomenon which forms part of promoting effective service delivery and enhancing transparency and accountability. He said service charters promote mutual trust between the service provider and the customer.Mr Dumbuya encouraged the Bo Government hospital personnel to implement the provisions of the service charter to the fullest as this will go a long way to manage the expectations of the public and create a platform for user satisfaction of the services provided to the public.
Delivering his statement, the Head of Policy and Ethics Unit of the ACC, Mr Adu Amara, gave the rationale for the launch of the Service Charter at Bo Government Hospital.Mr Amara opined that the development of service charters came about as a result of the need to promote effective service delivery in MDAs. He further said that the benefits of launching a service charter at the Bo Government Hospital are enormous as it does not only promote ownership but helps to create common understanding between the service provider and the public. He said service charters clearly point out the responsibilities of both the institution providing the service and the public user; and stressed that the development of the Bo Government Hospital Service Charter was a joint effort between ACC and staff of the hospital.Mr Amara concluded by saying that the responsibility to monitor the implementation of this charter lies with the leadership of the Bo Government hospital and the monitoring wing of the ACC.
Speaking on behalf of the District Medical Officer, Mr Mohamed Massaquoi thanked the ACC for a job well done. He outlined some of the benefits they will derive which include pertinent information on services delivered to the public, trust and the demand for services in the hospital by same. He cautioned staff to be aware of the penalties associated with the non -implementation of the service charter.Mr Massaquoi assured the ACC that they would ensure that the service charter will be implemented to the letter.
The last but not the least speaker was the Medical Superintendent, Dr AP.Koroma who expressed kind sentiments to the ACC for the launch of the service charter. He went on to state that the ACC had engaged them on series of consultations before the final product of the service charter was produced. He joined other colleagues to express his condolences for the loss of their Matron, Josephine Tucker whom he described as ‘a fine and hard working woman’.Dr Koroma entreated the ACC for their great work in the region and encouraged them to continue to advocate on their behalf for government to improve their conditions of service particularly the support staff who have not benefited from the wage increase done by government in recent times. He assured the ACC that he would admonish his colleagues to do the right thing so that the hospital will continue to be rated high by the ACC in terms of performance and professionalism.
