13 man Sierra Leone high powered dele arrive for IMF-World Bank spring meeting
A thirteen man high powered delegation from five Ministries, Human Resource Management Office, Public Service Commission, and the Public sector Reform Unit, has arrived in the United State of America to attend this year’s International Monetary Fund & World Bank Spring Meeting scheduled for April 18 to 22, 2012.
The five Ministries which include Finance, Health & Sanitation, Energy & Water Resources, were represented by their Ministers (Dr. Samura Kamara, Haja Zainab Hawa Bangura and Dr. Oluniyi Robin Coker) while the Justice Ministry was represented by a Senior Legal Counsel Mr. Kekura Bangura.
The Human Resource Management office (HRMO) was represented by its Director General, Mr. Ernest Surrur, while Mr. Kebbe Koroma, Dr. Julius Sandy and Mr. Val Collier represented Accountant General’s Department, Public Sector Reform Unit, and Public Service Commission respectively.
Appraising Embassy staff about their Mission to the United States during a lunch organized by His Excellency Deputy Chief of Mission Ibrahim S. Conteh, Director of Public Service Reform Unit Dr. Julius Sandy said “we are here to advance the basis of our negotiation between the Government of Sierra Leone and the Bretton Woods institutions, regarding the Country’s Civil Service.
He said President Ernest Bai Koroma led government has revised the very old civil service code that was seemingly under life support, which was inconsistent with modern times. “We (Office of the President, Human Resource Management Office, Public Service Commission, Ministry of Finance and Ministry of Justice) are currently working as a collective to achieve this goal as soon as possible.
Dr. Julius Sandy said the discussion will be centered on three issues: Recruitment & Staffing, Pay Reform, and Performance Management.
“The new Civil service code now caters for individuals to be employed on the basis of professional merit as proven by competitive examinations. “But this cannot be done without also revising Remuneration.
“So negotiations for Remuneration package of Civil Servants has already started with the World Bank in Sierra Leone: we are here to complete the negotiation; that is why this delegation consists of the Minister of Finance, Direct of Budget, Accountant General, Director General of Human Resources Management office, Public Service Commissioner and the legal man from the Justice Ministry.” Said Dr. Sandy.
The IMF-World Bank Spring meeting brings together Finance Ministers and Central Bankers from around the globe.
The Annual Meetings provide a forum for international cooperation to enable the Bank and Fund to better serve their member countries.
In addition to the meetings of the Boards of Governors, the Development Committee and the International Monetary and Financial Committee (IMFC) are officially convened. The Development Committee and the IMFC advise the Boards of Governors on issues of global concern, including the world economic outlook, poverty eradication, economic development, and aid effectiveness.
Around these meetings, the Bank and the IMF organize a number of fora to facilitate the interaction of governments and World Bank-IMF staff with civil society organizations, journalists, private sector executives, academics and representatives of other international organizations.
