Overt ACC operation at births and deaths leads to increased revenue generation
Pursuant to its mandate to examine practices and procedures of Government Ministries, Departments and Agencies with a view to identifying potential weaknesses and proffer recommendations, the Anti-Corruption Commission (ACC) has concluded overt observations at the Births and Deaths Department with a view to strengthening service delivery and increasing revenue generation.
During its intervention, the ACC team discovered weaknesses that were responsible for the poor revenue generation of the Department. The weaknesses include amongst others the issuance of Birth Certificates without receipts, varied signatories and stamps on receipts issued and gross understatement of revenue generated.
Consequently, the ACC intervention has led to an increased revenue generation in five days from Le865,000 prior to the intervention in October, to Le.2,543,000 during the intervention in November, 2011. After the Commission's intervention, revenue collected in just two days between the 3rd and 4th November was Le.1,512,000 which is equivalent to about 34% increase in revenue collected for that period. It is estimated that if this trend continues the Births and Deaths Department will record an all time high in revenue generation this year.
In a related development, the ACC was also at the National Registration Secretariat (NRS) on a similar exercise to strengthen service delivery, transparency and accountability and will be making on the spot checks to other institutions in due course.
In this regard, the Commission wishes to assure the general public that it will relentlessly continue to pursue its mandate and take all necessary steps to prevent and prosecute corruption at all levels.
