The Charter was opened for signing on Thursday 5th May 2011 at the African Union Commission (AUC), Office of the Legal Counsel and it will also be made available for autograph during the next AU Summit in Equatorial Guinea in June 2011.

The Charter was adopted during the Second African Union Conference of Ministers responsible for Maritime Transport held in Durban, South Africa, from 12th to 16th October 2009 and it was endorsed by the Summit of Heads of State and Government of the African Union in Kampala, Uganda in July 2010.

Speaking after the signing ceremony, Ambassador Bangali said he was pleased to be the first Diplomat to sign the Charter.

“As an Ambassador I am mandated by my President His Excellency Dr. Ernest Bai Koroma to sign all African Union Charters on behalf of my country,” he said.

After signing the Instrument, he added, it will be forwarded to Headquarters for onward transmission to the Sierra Leone Parliament in order for it to be ratified in to law.

Responding, Mr. Mohamed Salem, Legal Officer at the Office of the Legal Counsel praised Ambassador Bangali for being the first Ambassador to sign the Charter after a very short notice.

“I want to use this occasion to thank you on behalf of the Chairperson of the AUC and the Director of the Office of the Legal Counsel,” Mr. Salem said while beaming with smiles.

He observed that Sierra Leone has signed lots of African Union Decisions which have been ratified and deposited with the Commission.

Ambassador Bangali and Mr. Salem discussed at length Sierra Leone’s post 50th Independence Anniversary celebrations in Ethiopia co-organized by the Embassy and the Sierra Leonean Community.

Mr. Salem lauded Ambassador Bangali for coordinating a well planned and successful event with series of activities to climax the celebration.

“Since I came to this country I have never seen any country which has organized such an excellent event. Ambassador, thank you very much once again for organizing such colourful events,” he said.
