Audit Service Commission question
Pundits have been questioning the Audit Service Commission role in term of functions and responsibility. Many well minded citizens hold the view that the commission has some ministries, Enterprises and Commission that they favour for reason best know to them.
Random interviews conducted in some ministries, enterprises and commission revealed that there is a high rate of favouritism demonstrated by the audit service commission as the commission yearly report does not give a true picture of some ministries enterprises and commission.
The  auditor general report on the account of Sierra Leone for the year ended 31st December 2008 six Ministries was deliberately or otherwise omitted from the report they are the ministry of information and communication, transport and aviation, mineral resources, labour and social security, tourism and culture, local government and rural development. This act to omit these ministries contravenes section 119(2) of the 1991 constitution which stated that the audit service commission should audit all public account of Sierra Leone and all public offices, including the account of the central and local government administration.
According to the communication specialist Isha During in defence of why these ministries were omitted stated that for the commission to meet its deadline ministries that they consider major are audited. But regardless of whose ministries they consider major or minor the national constitution state that the commission should audit all public account and public office including the court. As at 31st march 2009 33 public enterprises and commissions failed to submitted their account for the 2008 financial year.
Surprisingly, the national electoral commission, political parties registration commission, national power authority, national public procurement authority and statistics Sierra Leone are among the defaulters.
Investigation conducted by this medium revealed that the audit service commission has never made public the report of both district and cities councils. Further investigations revealed that the office of the president, vice president, first and second ladies respectively has never been audited.
But the billion dollars question is, who is auditing the audit service commission? This medium has lunched an investigation on who is auditing the audit service commission.
