REGIONAL HEALTH MANAGEMENT INFORMATION SYSTEM OFFICERS, MINISTRY OF HEALTH AND SANITATION
Context:
In order to ensure an integrated health system that has clear and inter-linked roles at all levels, including the involvement of communities and collaboration between sectors and partners the Ministry of Health and Sanitation (MoHS) has undertaken a number of policy reforms and interventions over the years, principal among these are:
a) The National Health Policy 2002 (revised 2009);
b) The National Health Sector Strategic Plan (NHSSP) 2010-2015- a common strategic framework for improving the health system; it guides all interventions by all parties at all levels of the national health system, thereby ensuring that health services are available, accessible and affordable to all people, especially for mothers, children and the poor.
c) The Free Health Care Initiative 2010 – a Presidential Initiative which is part of the implementation of the NHSSP and the government’s “Agenda for Change (2007-2012)”;
d) The Health Compact 2011- a framework signed between government and development partners for increased and more effective aid to accelerate progress towards achieving the goals of the “Agenda for Change” and the health-related MDGs.
e) The Results and Accountability Framework 2010-2015- for improving monitoring and evaluation in the health sector.
f) The Joint Programme of Work and Funding (2012-2015) agreed with health development partners.
All of the above interventions require personnel with the requisite skills-mix to deliver on the mandate of the health sector and the sustainability of programmes. The Ministry of Health and Sanitation, with support from UNICEF, is therefore seeking the services of qualified professionals to further strengthen its capacity in the management and implementation of policies and programmes for the reconstruction and transformation of the sector as envisaged in the Government’s short to medium-term development framework “The Agenda for Prosperity (2013-2017)”. The thrust of the services required will be mainly in providing hands-on support in planning, monitoring and evaluation and effective utilization of the HMIS to inform health service delivery, and on a day-to-day basis complement the efforts of other staff in the provision of required technical services and support. The required officers are:
- Two (2) Regional Health Management Information Systems Officers. Each will handle 2 regions. The Regional HMIS Officers will be based in DPI.
Regional Health Management Information System Officer(s)
The incumbent will report directly to the HMIS Specialists. He/she will work closely with other staff in the Directorate of Policy, Planning and Information in supporting all programmes in the MoHS with health information needs.
Scope of work:
The Regional HMIS Officer will provide assistance to all programmes in the ministry on health information management, including assisting in the release of information, confidentiality, information processing, security, storage and retrieval. He/she will assist HMIS services across an integrated healthcare delivery system; strive for compliance and promoting best practices in HMIS. The Regional HMIS officer will work with the HMIS specialists to ensure that accurate, timely and relevant information is provided to all programs for planning and decision-making.
Duties and responsibilities
i. Ensure that the existing Health Management Information System is functional and well-maintained for the provision of accurate, timely and relevant information to managers and other clients.
ii. Ensure that HMIS processes and controls are evaluated against the sector’s information needs, and maintain high quality data integrity.
iii. Ensure that the HMIS has and maintains appropriate compliance, including privacy and security and confidentiality policies and procedures.
iv. Participate in training of Hospital Records Officers and M&E Officers in the use of data collection instruments to ensure accuracy and completeness.
v. Participate in data validation exercises in the field.
vi. Analyze and process information in order to prepare regular reports for various levels of management.
vii. Participate in the review the management information system, including data collection and record keeping, on a periodic basis to ensure it meets management requirements.
viii. Participate in epidemiological surveys and operational research studies.
ix. Participate in updating (where appropriate) data collection instruments for the health MIS.
Person Specification
This position requires an incumbent with the following qualifications and experience:
i. Bachelors Degree in Health Informatics, Computer Sciences, Statistics, Mathematics, Engineering or related field with substantial content of health information systems management ( A Masters would be an advantage)
ii. Minimum of 5 years work experience in Information Systems Management (Health Information management experience is an asset)
iii. Knowledge and skills in data collection, statistical analysis, monitoring and evaluation.
iv. Demonstrated experience of data analysis using Stata/SPSS, CSPro and other statistical packages, data validation and analytical HMIS reporting would be preferred.
v. Computer literate in databases and spreadsheets.
vi. Strong interpersonal and organizational skills, commitment to excellence with experience in a management or supervisory capacity.
i. Knowledge of global perspectives on development issues relating to health.
