JAICA training benefits Energy Ministry
After an intensive Civil Service training in Ghana on “Service Delivery Charter” sponsored by the Japan International Corporation Agency (JAICA) in Sierra Leone, Policy Analyst in the Ministry of Energy Mr. Emmanuel Junisa, a beneficiary, said his ministry has benefited from JAICA and was able to impress the Ministry and sponsors of the one month concluded training in Ghana by designing and producing a comprehensive document on the Service Charter of the Civil service in the Ministry of Energy.
Opening the Service Charter Validation Workshop on Wednesday 19th March 2014 at the National Power Authority (NPA) Board Room at the Ministry of Energy, acting Permanent Secretary on the ministry Mr. Usman C. Conteh stated that the Policy Analyst Mr. Emmanuel Junisa has made the Ministry proud in his effort to put things together that can benefit not only the Ministry but the nation as a whole. He furthered that not all Civil Servants can go out for training and then endeavor to do what Mr. Junisa has done adding that Mr. Junisa further went on to convince the Ministry to organize such a workshop. Mr. Conteh again advised that civil servants should serve with an open mind and must have self motivation in them. The acting PS took the opportunity to brief all present that the Ministry is in the process of transforming NPA into a preferred system that will involve various stakeholders in line with the 2011 Electricity Act.
The workshop was to present the new civil service charter to the Energy Ministry alongside important and relevant presentations from experts of the nation’s Human Resources Management Office (HRMO) in Freetown. Before the presentations, short statements were obtained from the representatives of the Nuclear Safety and Radiation Protection Authority (NSRPA) and the Energy Directorate. Mr. Jabatie of NSRPA stated that the Authority is on the verge of establishing regional offices in the North and South of Sierra Leone. He briefly explained the basic functions of the Authority under the Ministry of Energy. Engineer Foday Lansana for the Energy Directorate stated that the Directorate would look at the produced document and then make an input for a holistic edition for the public.
Mr. Emmanuel Junisa- the Analyst in the Ministry of Energy Presented the document page by page explaining the rationale for each section and sub-area. The Service Charter contains an Introduction, Vision, Mission, Functions, Goals and Values of the Ministry. There are also areas that have the Agencies under the Ministry, the Mandate and Policies. Complaints and recommendations and Service Standards were covered too.
Madam Georgiana Kamara of HRMO presented on the Importance of the Service Charter. She informed participants that Mr. Junisa was among the best participants in. She explained in her presentation that the service charter deals with standards, sustainability, measurement of performance, accountability and transparency, value for money and responsibilities of officers concerned. Madam Kamara also explained the characteristics and benefits of the service charter.
Mr. Swalihu Jusu did his presentation on Customer service in which he explained the relationship between the public officers and the people. He dilated on several other things like the AIDA Principle which means Attention, Interest, Desire and Action adding that this principle gives effectiveness and efficiency in service delivery. Mr. Jusu advised participants to properly read the document and understand it ahead of implementation.
Questions and answers climaxed the Validation workshop and the Human Resources Officer in the Ministry.
