Energy Ministry on pre-bidding exercise

Procurement Officer clarifying issues.

The pre-bidding exercise which attracted most contractors who bid for the procurement of T & D, Generators and Prepaid Meters respectively took place  at the Ministry’s Hall on Tuesday 4th March 2014.

In the presence of the Media, representatives from the Ministry of Finance and Economic Development, contractors, NPA Technical Team, National Procurement Authority and staff of the Ministry, the chairman of the occasion  Mr. Usman C. Conteh who is the current Ag. PS in the Ministry made it clear to all that this project to improve the electricity system in the country is 100 per cent government funded one  as it is committed to achieve its Agenda for Prosperity. Therefore, the Ag. PS referred to the project as a mega project that has stakeholders from the line Ministry like Finance. He gave a quick rundown of the other projects under the Ministry and their status.

In his statement, the Technical Adviser in the Ministry – Engineer I.B Wilson was quick to appeal to all contractors to ask as many questions as possible since all stakeholders were present including the Ministry’s Procurement Officer – Mr. Abu Bakarr Turay who facilitated the exercise satisfactorily. Mr. Wilson ended that the Project Implementation Unit (PIU) will go strictly by the rules stipulated.

The Director of Energy Directorate – Engineer Benjamin Kamara stressed on transparency  of the process when  he stated that the quality of the work ahead is not going to be compromised at all as posterity stands to judge all stakeholders in future.

Mr. Alpha Bangura from the Ministry of Finance and Mr. Alfred Coker from procurement Authority made similar statements before the Procurement Officer – Abu Bakarr Turay took over and conducted both the technical and questions and answers sessions. He professionally clarified certain areas of the different Bidding documents to the satisfactory of contractors who grasped all the grey areas correctly. The procurement specialist furthered that the technical team is putting together additional information to help contractors which the contractors appreciated so much. Mr. Turay clarified that the Generators should be 12.5 MW and 2×6 respectively. For the 25,000 pre-Paid meters, he stated are for supply only and not for installation at all.

Engineer Mallay Bangura and Engineer Kegbai of NPA made meaningful contributions in the questions and answers session especially on the designs, specifications, standards etc.
