Speaker & Clerk attend fourth CPA Conference of Speakers

The Speaker of Parliament, Honourable Justice Abel Stronge, has joined other delegates in the Fourth Conference of Speakers of Commonwealth Africa currently holding at the Kempinski Resort in Victoria, Seychelles.

Hosted by the National Assembly of Seychelles and organized by the Commonwealth Parliamentary Association (CPA), it provides an important platform for dialogue among Speakers of Commonwealth Africa, where the Clerk of Parliament Mr. Ibrahim Sesay, who is the CPA Branch Secretary for Sierra Leone, is also participating.

Discussion points relate to issues pertinent to Sierra Leone and other democracies. One such discussion, on Proportional Representation (PR) is based on a motion seconded by Sierra Leone. The Speakers’ Conference is also looking at the need to enforce recommendations of Parliamentary Committees and the question of whether the time has arrived for African Parliaments to require MPs to meet certain formal qualifications.

According to Justice Abel Stronge, balancing the needs of Majority and Minority parties in Parliament against the national interest is the key challenge of any Speaker in ensuring true parliamentary democracy.

Earlier this year, the CPA, a partner in the capacity building of the Sierra Leone Parliament, organized a Post Election Seminar in Freetown for all Members of Parliament.
