Sierra Leone’s ministers join colleagues to approve and ratify ECOWAS conventions

Three man delegation including two Sierra Leonean Government Ministers, Hon. Alhaji  F.B. L Mansaray from the Ministry of Finance and Economic Development and Deputy Foreign Affairs & International Cooperation Minister Hon. Mrs. Ebun  Jusu and head of Economic Community of West African States(ECOWAS) unit at the Ministry of Finance and Economic Development Yusuf Benga  Samah have on Monday August 15, 2011 arrived in the Federal Republic of Nigeria to attend the Sixty Sixth  session of the (ECOWAS) Council of  Ministers scheduled to hold on August 17th and 18th respectively, to enable them decide, approve and ratify several decisions taken in some time past by various departments under the ECOWAS Commission.

According to head of Sierra Leone’s ECOWAS unit at the Ministry of Finance and Economic Development Yusuf Benga Samah, “meetings of these sorts are called to enable Government Ministers in charge of ECOWAS matters to deliberate on decisions taken by various departments before ratification”.

According to him, “crucial matters, which Ministers are constrained to conclusively resolve are often referred to the level of ECOWAS Heads of State”.

The two days Sixty–sixth Ordinary session of the ECOWAS Council of Ministers will see attendees deliberate  on  the following; presentation and Consideration of the 2011 Interim Report of the President of the ECOWAS  Commission: Status of Tasks Assigned from the 65th Ordinary session of the ECOWAS Council   of Ministers: Presentation and Consideration of the Financial Controller’s 2011 interim Report: Presentation and Consideration of the Reports of the 18th Meeting of the Audit Committee: Presentation and Consideration of the Report on the Audit of recruitments: Presentation and Consideration of the Report of the ninth Meeting of the Administration and Finance Committee: Presentation and Consideration of the Report of the Ad-hoc ministerial Committee on Construction of Headquarters of Community Institutions.

Yusuf Benga Samah also said ECOWAS Ministers will endorse the following: presentation of the Report of the Meeting of the ministerial committee on Agriculture Environment and Water Resources to review the 2010 achievements and the 2011 prospects under the ECOWAS/CAADP process held in Accra 3rd February 2011: Presentation of the Report of the Meeting of Ministers responsible for Livestock to validate the strategic Action plan for the Development and Transformation of Livestock farming in ECOWAS Member States held in Bamako(Mali)10th March 2011:Presentation of the Report  of the Meeting of Transport, Infrastructure and Energy on the draft regulation of the Projects Preparation Development Unit (PPDU) and the Harmonization of Axle Load Control Policy in the ECOWAS Member States held in Accra Ghana 1st April 2011:

They will also endorse the Presentation of the Report of the Meeting of Ministers of Justice of ECOWAS Member States held in Abuja 16-17 May 2011: the Presentation of the 3rd meeting of ECOWAS Ministers in Charge of Mineral Resources held in Accra Ghana on 3rd June 2011, Presentation of the Report of the Ministers in Charge of security Operations in Member states held in Abuja Nigeria 6th November 2009.

The meeting will also see the presentation on the launch of the ECOMAC Data-base, the presentation of the Memoranda relating to the Application of Mr. Mohammed Bello Adoke, Nigeria’s justice Minister, for a post at the United Nations International Law Commission and Consideration of the Draft Agenda of the next Summit of the Heads of State and Government.

Yusuf Benga Samah said it is imperative for the Hon Finance Minister to attend the conference because he is charged with the responsibility of handling ECOWAS matters. In addition, the ECOWAS unit in Sierra Leone is under the direct supervision of the Ministry of Finance and Economic Development.

“To make mention of the attendance of the Hon. Deputy Foreign Affairs Minister need not be over emphasized because most of the decisions to be taken are characterized by Foreign relations”. Said  Samah said

On Arrival at the Nnamdi Azikiwe International Airport, the three man delegation was received by a delegation of Sierra Leone High Commission officials led by the High Commissioner H.E Henry O. Macauley, Deputy Major General Sam Mbomah, and Head of Chancery Duwai S. Lungay, First Secretary Rakie Macarthy. To make mention of Information Attaché Pasco Gerald Temple need not be over emphasized.
