200 Buses Project In Shambles

By every indication, the project for the procurement of 200 Golden Dragon buses for which an MOU was signed in August, 2018 between RDC Ghana and the Government of Sierra Leone is now in total shambles.
The said MOU, which was signed after Krobo Edusei has paraded himself as a genuine investor that has the capacity to undertake the said project has now turned out to be a pipedream project which cannot materialize as RDC, which was supposed to procure the said buses has no capacity whatsoever to undertake the project.
The name RDC Ghana and Korobo Edusei may sound strange to many Sierra Leoneans but not so for some of the officials at the Ministry of Transport and Aviation, the former Chairman of the National Commission for Privatization, Napoleon Koroma, and many others within the current Sierra Leone Peoples Party government.
For the many Sierra Leoneans who might not know more about Krubo Edusei, he is the self-styled CEO of RDC Ghana, the Ghanaian company that signed the MOU with the Government of Sierra Leone for the procurement of the 200 Golden Dragon Buses in August, 2018 which by all indications, cannot materialize.
Like Khlestakov in the play ‘The Government Inspector’, Krubo Edusei was mistaken to be a genuine investor whose RDC Company was said to have the capacity to procure the 200 buses it signed an MOU with the Sierra Leone Government after he had hoodwinked some of the top officials at the Transport Ministry and the National Commission for Privatization into believing that he was what many of them had thought.
In one of his trips to Sierra Leone, Krubo Edusei was heard bragging thus ”  I am the dealer for Golden Dragon in West Africa and I bought the 50 buses cash without given a single cent by your government. I have also bought the 200 buses which are already on their way to Sierra Leone.’’
Little did they know that Mr. Edusei and his so-called RDC Ghana are nothing but ‘fake investors’ whose mission is to milk the country of its resources as evident in its inability to procure the 200 buses it had bragged about.
Investigation into the operations of RDC Ghana and its self-styled CEO has exposed claim by RDC to be the agent/ dealer of Golden Dragon in West Africa to be nothing but blatantly lie as the Chinese Company has refuted that in a letter dated 18th October, 2019.
Documents available to  this medium have revealed that RDC has no office Sierra Leone and even the office its claimed to occupy in Ghana as stated in its amended originating  summons at the Fast Track Commercial Court has proven to be an office owned and occupied by Reliance Logistics & Construction (RLC).
What is even more shocking is that there is no trace of a registered company in Ghana that bears the name RDC Ghana.
Judging from investigations mounted by this medium, it is now very clear that RDC is one of those portfolio companies that is being used by some top bras within the SLPP government to milk the country’s resources.
It could be recalled that RDC Ghana came to the spotlight just three months of the Bio led SLPP government when Krobo Edusei, the CEO of RDC Ghana began making contacts with some of the big guys within the government.
During such time, investigations revealed, Krobo hoodwinked some of the SLPP guns he came in contact with into believing that he was a genuine investor who had all what it takes to undertake projects such as the procurement of the 200 buses.
Without due diligence into what RDC had claimed, the Government of Sierra Leone through the Ministry of Transport and Aviation and the National Commission for Privatization signed an MOU with the company for the procurement of 200 Golden Dragon buses.
The MOU, according to investigation, was to see that RDC pre-financed the procurement of the said 200 buses in which the government will only pay an initial 30 percent of the total cost while the remaining 70 percent would have been paid in installments after the buses would have been brought by RDC Ghana. 
Unfortunately, the said buses remain to be a pipedream project which cannot be materialized as it is now clear that RDC Ghana and its CEO have no capacity to procure them.
Investigation further reveals that RDC Ghana, after failing to submit bid for the procurement of the 50 City School Buses which was advertized in July, 2018 as a result of its inability to provide the two million dollars bond guarantee, resorted through the help of some of the top guys at the Transport Ministry and the NCP to using the MOU it signed in August 1st, 2018 to surreptitiously become a sub-contractor in the procurement of the 50 buses which has nothing to do whatsoever with the 200 buses.
Although the substantive contractor of the 50 buses, Alie Abess, has the full capacity to undertake the said project and has been dealing with Golden Dragon, the manufacturer of the buses, way before even the existence of RDC Ghana, the Minister of Transport and Aviation, Kabineh Kallon and others within the ministry, ended up coercing him to go through RDC Ghana, who was posing as an agent/dealer of Golden Dragon in West Africa for the procurement of the 50 buses.
What is even more intriguing in all of these is the fact despite coercing the substantive contractor into going through RDC Ghana as a supposed agent of Golden Dragon who had posed to having the capacity to pre-finance the procurement of the said buses, documents in our possession show that the company did not spend a single cent in the whole contract. Court documents filed by the company at the Fast Track Commercial Court over some fictitious payment claiming from the substantive contractor which in fact is way above what Golden Dragon stated in a letter dated 18th October, 2019,  further show that even the 30 percent payment made to Golden Dragon was one the one the contractor paid to RDC.
It is therefore preposterous to see RDC Ghana, which has demonstrated stark inability to first live up to the MOU for the 200 buses and the blatant failure to financially contribute to the 50 buses contract, now going to court for payment that does not exist.
However, this medium will closely monitor the said case at the Fast Track Commercial Court as it unfolds.
