More Disbursement… Less Monitoring

The best way to fight corruption is to prevent it and one of the best ways to prevent corruption is effective monitoring. Where monitoring is weak, corruption can flourish, but where monitoring is strong, corruption can be suppressed.

Frankly speaking, successive governments of this country are guilty of improper monitoring, one of their major faults which has been fostering massive corruption in government circles. The erstwhile Ahmed Tejan Kabbah-led SLPP government was busy disbursing colossal sums of money to contractors without properly following up to ensure that the disbursed monies reached their targets, consequently, a considerable portion of the funds meant for the revival of war-ravaged Sierra Leone ended up in the bottomless bellies of avaricious, unscrupulous and unpatriotic contractors who left many projects unaccomplished, thereby blemishing the name of the Sierra Leone Peoples Party, (SLPP).

Now the ruling All Peoples Congress, (APC) seems to be making a similar mistake by disbursing bulky sums of money to schools as Girl Child Refund without properly monitoring to make sure the refund reaches all the targeted schools and parents. Already, some principals have been complaining that although government is claiming to have disbursed the Girl Child Refund, their schools are yet to receive. Some parents have also been complaining that they have never had a refund of the school fees they pay for their girls.

If what some of the principals and parents are alleging is true, then it goes without saying that part of the refund is being diverted to somewhere by some corrupt people. Government must, therefore, not be complacent with the disbursement of the Girl Child Refund, it must follow up to ensure that the refund meets the target beneficiaries, otherwise, certain top civil servants may deprive the schools of the refund and certain principals may not refund to parents and the ruling government may end up bearing the blame.
