Installation of Solar Electrification on Housing Units, Offices and Rural Infrastructures and Construction of Boreholes with Solar Powered Pumps and Piped Water Distribution System in Project Area of Jong and Sogbini Chiefdoms in Bonthe District

Procurement No: MAFFS/PCU/OILPALM/ICB/2015/03

  1. The Government of the Republic of Sierra Leone has received a loan, Istisna’a and TA Grant financing from the Islamic Development Bank and Islamic Solidarity Fund for Development (ISFD) towards the cost of Palm Oil Production Project in Sierra Leone in the Framework of Capacity Building, and it intends to apply part of the proceeds of this financing to payments under the Contract for the Installation of Solar Electrification on Housing Units, Offices and Rural Infrastructures and Construction of Boreholes with Solar Powered Pumps and Piped Water Distribution System in Project Area of Jong and Sogbini Chiefdoms in Bonthe District. Bidding will be governed by the Islamic Development Bank procurement rules and procedures.
  2. The Ministry of Agriculture, Forestry and Food Security now invites sealed bids from eligible and qualified bidders for:

 Installation of Solar Electrification on Housing Units, Offices and Rural Infrastructures and Construction of Boreholes with Solar Powered Pumps and Piped Water Distribution System in Project Area of Jong and Sogbini Chiefdoms in Bonthe District in Jong and Sogbini Chiefdoms of Bonthe District, Southern Region, Sierra Leone.

  1. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the Islamic Development Bank Guidelines: Procurement under IDB financing, and is open to all national bidders.
  2. Interested eligible bidders may obtain further information from Project Management Unit, Palm Oil Production Project in Sierra Leone in the Framework of Capacity Building, 2nd Floor, 50 Liverpool Street, Freetown and inspect the Bidding Documents at the address given below from 08.30AM to 5.00 PM. A pre-bid meeting will be held at 12:00 noon, 13th June, 2016 at the address below.
  3.   Qualifications requirements include among others: (i) Annual turn-over of US$1,200,000; (ii) sound financial position; (iii) Engaged in  similar contracts for supply/construction of similar goods in the last three (3) years; (iv) participated as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last four(4) years; each with a value of at least US$ 500,000 that have been successfully and substantially completed and that are similar to the proposed Works; (v) possess manufacturer authorization where sought for items; (vi) is a nationally registered business with obligations related to taxes/ NASSIT etc., fulfilled.
  4. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of One Hundred United States Dollars (USD$100.00) or its equivalent in Sierra Leone Leones. The method of payment will be by cash to Oil Palm Production Project O.I.C.C.B Account No.: 601041222 at the Zenith Bank Sierra Leone Limited, Rawdon Street, Freetown Branch.  The Bidding Documents may be collected by hand at address below upon provision of the bank receipt.
  5. Bids must be delivered to the address below on or before 10:00 AM. 11th, July, 2016. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 AM. 11th, July, 2016. All bids must be accompanied by a Bid Security of Twenty Five Thousand United States Dollar (25,000 USD) or an equivalent amount in Sierra Leone Leones (SLL)
  6.
