Audit Service Sierra Leone capacitates Journalists

In his opening remarks Director of Public Affairs in Parliament Communication Unit department Mr. Seray Juston Smith said the training workshop gears towards orientate and capacitate journalists in order to better understand how to report about Parliamentary and Committee hearings.

Mr. Seray J. Smith further expressed his appreciation to Audit Service Sierra Leone (ASSL) whereby admonished Journalists that the training session could also help to promote the gallery to enhanced their work duties and responsibilities if paid greater attention to ensure and apply good use of the knowledge impacted on them.

Outgaining president of the Parliamentary Press Gallery (PPG) Elias Bangura in his welcome address expressed his thanks and appreciation noting that the training was not the first but could recalled that similar training had also been done some times in August 2013.

Mr. Elas Bangura also noted that the Parliamentary Press Gallery (PPG) has a large range of reporters adding that most of its members were new which they are not specialist andaccurately in reporting Parliamentary proceedings as well as Committee sittings which the training according to him is good and timely for the benefit of members of the gallery.

He added that as gallery “We are very much happy for Audit Service in fulfilling the training assurance”.

Mr. Bangura also recognized the effort and tieless work done over the years by P.R communications department Unit in Parliament Mr. Seray J. Smith with the optimism that the relationship between them will continue to grow strength to strength as well as Clerk of Parliament Hon. Ibrahim Suliaman Sesay.

In his keynote addressed and official launch of the training, Clerk of Parliament Hon. Ibrahim S. Sesay noted that Journalists have a greater role to play in a democracy state.

Clerk of Parliament further said that in very developed nation Journalists has a critical role just as in every democratic institution allow greater influence in making its economic discussion.

He said Audi Service Sierra Leone is one of the institutions set up government that been entrusted to guard the economy of the state pursuant to section (111) of the 1991 Constitution of Sierra Leone entrust the responsibility to ensure proximity in the management from resources of the country.

He added by stating that it is a great pleasure to interact with the media considering his background from being a politician, civil society activist, civil servant and now been Clerk of Parliament is to socialize with the media which it is a great opportunity.

He also emphasis the training session be a great pleasure as he mentioned the media that after his retirement age will be part of his Constituent he stressed.

Main while paper presentations were also been deliver in order to create more dividend orientating the media including Deputy Auditor General (ADG) Mr. Tamba Momoh who mostly reaffirmed Journalists about the significant purpose of the training as well as Internal Auditor Mrs. Adama Renner who also present a brief overview ASSL Public Financial Management before audit.

Tamba Momoh also noted that the Audit Service Sierra Leone ASSL Act was enacted by an act of Parliament in 1989 and amended in 2004 before implemented.

He also inform Journalists that there are five various types of audit which includes Financial or Regularity audit, Transaction audit, Real time audit, Revenue audit, procurement audit, I T audit and performance audit.

Several comments, questions and answers were also been raised by various participants directed to the Auditor General (AG) Mrs. Lara Taloyer Pearce amongst other things.

Tamba Momoh further disclose their affiliate bodies including the Anti-Corruption Commission ACC, the  Public Account Committee (PAC) in Parliament amongst others as according to him they audit every aspect of government resources as well as donor funding including Ministries Departments and agencies (MDA’s) as well as individuals.

He also said that they have 21 technical chartered accountants were as established offices across the country including Bo, Kenema, Makeni and the Western Area adding that the one million question that always come up that they also have an internal auditor who thus the ASSL audit as he pointed out the methodology type and forms of audit system and amongst several others respectively.
