Tripartite partnership to fight corruption

The Anti-Corruption Commission (ACC), the National Revenue Authority (NRA) and the Sierra Leone Ports Authority (SLPA), on Thursday 26th March 2015, signed a Memorandum of Understanding (MoU) at the NRA Training Centre, to reinforce efforts in the fight against corruption. The Commissioner of the ACC, Joseph Fitzgerald Kamara, anchored his statement to four ideas; partnership, accountability, transparency and accessibility. Whilst elaborating on these ideas, the Commissioner opined that in the promotion of partnership, the ACC cannot accomplish the fight against corruption all by itself.  The Commissioner further emphasized that the ACC should never be considered as a standalone institution.  Based on that he agreed, the Commission will always aspire for partnership in the process of executing its mandate.

‘The opportunity availing itself this morning is that, we’re going to partner in a more formal sense with the NRA and SLPA in…generating revenue for this country,’ the Commissioner reaffirmed.

In his statement also, the ACC Commissioner highlighted that the three institutions have to let the public understand the need for accountability processes. He further elaborated on that idea and the subsequent ones of transparency and accessibility. Before ending his statement, Joseph Kamara declared that the camaraderie among the three institutions is on a high note, especially the one between the ACC and NRA. He said the NRA has always been helpful not in investigating alleged corrupt matters but also in other areas that help the furtherance of the two institutions in particular and the country in general.

‘We want the public to understand that the NRA, SLPA and ACC we are now committing ourselves publicly…that we will do what it takes to promote transparency in the operation of our work,’ the ACC czar noted.

The Chairman of the event, who also happens to be the board chairperson of the NRA, Sulaiman Kabba Koroma Esq., in his statement established that they at the NRA attach immense importance to the ACC.

‘…It is the work of the ACC that have helped us in so many ways to be meeting our targets and exceeding our targets year after year,’ Sulaiman Koroma confirmed.

Furthermore, the NRA board Chairman cannot agree more with the ACC Commissioner that the tripartite relationship of the three institutions has been one of longstanding. He also noted that the three institutions are not in a battle for supremacy but that they all share the same agenda which is the one for prosperity for the entire citizenry.

The Commissioner General of the NRA, Haja Kalla Kamara in her statement was also happy that the three institutions have taken a final step to cement their partnership.  She expressed awareness that the NRA cannot discharge its mandate effectively and efficiently without promoting integrity.

‘The ACC is no stranger to us. We have collaborated in many ways. Through our collaboration, we have contributed immensely to the National Anti-Corruption Strategy (NACS)…and establish the Revenue Intelligence and Investigations Unit of the NRA,’ the Commissioner General noted.

The General Manager of SLPA, Abu Bakarr Bangura, in his statement was also grateful to the ACC and NRA for the contribution they are making towards national development. He reaffirmed his commitment and support to the ACC in the fight against corruption.

The Deputy Commissioner, of the ACC, Shollay Davies and newly appointed Financial Secretary of the Network of Anti-Corruption Institutions in West Africa (NACIWA) is one of the brains behind the drafting of the tripartite agreement among the three institutions. Before the documents were signed, Shollay Davies was given the singular honour to do a citation of the nitty-gritty of the MoU.
