Dear His Excellency,

Re: Appeal for Your Urgent Intervention

I am Victor Dumanskyi, a naturalized Citizen of the Republic of Sierra Leone originally from Ukraine. I came to Sierra Leone in 1993 and have lived here since then. Please find attached a copy of the information page of my Passport for your perusal.

In 2005 I leased a piece of land at Hamilton Village, Freetown from one Dr. Baba Conteh (and later purchased the land after I naturalized as a Sierra Leonean and became eligible to purchase land). Please find attached a copy of the lease agreement and conveyance of sale of the land amounting to about one acre.

I thereafter constructed two buildings on the land with a monetary value of about two million United States Dollars (US$2,000,000). Copies of photographs of the two buildings are also attached for your attention.

In 2006 an action was brought against me for possession of the land that I had constructed by one Martin Andrew Rekab (by his Attorney Dr. Andrew Rekab). Please find attached a copy of the writ of summons.

The strength of the claim by Martin Andrew Rekab is that he became entitled to the property by virtue of a Deed of Gift dated the 9th November, 2004 in terms of which his mother, Mrs. Amy Cobb (nee Dwozak) conveyed the land to him.

I contacted Lawyer Mustapha Turay to represent me in the matter and after he passed away I was represented by Lawyer Solomon Jamiru.

The whole trial process was fraught with irregularities and judicial manipulations from the aunty of Mr. Rekab, Justice Dowzak, who on few occasions personally went to the land in dispute and made remarks about how he will use her judicial office to ensure that I loose the matter in Court and my houses sold.

On the 12th July, 2012, my Lawyer, Mr. Solomon Jamiru, wrote a letter to Justice Vivian Solomon (the Trial Judge), expressing concern about the decision of the Judge to deliver Judgment on that day when all the witnesses have not testified and the case had not been concluded. A copy of the letter is attached for you to see.

However, notwithstanding the letter by my Solicitor, the plot had been organized and ready for implementation and the Judge delivered a Judgment giving the Rekabs the right to take my land and two houses that in return for the claim by Mr. Rekab that I had built my two houses on his land.

To make matter worse I did not know about the Judgment against me until sometime in 2013 when my right of appeal expired.

Various amounts of monies were collected from me by Bailiffs represented by one Mr. Kallon and Police Officers on the pretext that they were sent to execute the Judgment and I must give them a bribe in order for them not to execute.

On Thursday, 21st November this year, Mr. Kallon, the Bailiff, called me on my phone and said his boss has given him instructions to remove me from the house the next day and that I must give him Two thousand United States Dollars so that he can give to the Police and the other Bailiffs so that they will not come to my house. I told him to come to my house to receive the money and I gave him the money. My phone records can show that Kallon called me from his phone number 076445867.

After paying bribes in excess of Thirty Thousand Untied States Dollars (US$30,000) on Friday, 22nd November 2013, Bailiffs accompanied by Mr. Kallon and over 50 Police Officers Executed the Judgment and removed all my personal belongings from the houses and threw then along the streets.

Everything I had was stolen by Bailiffs, Police Officers and Passer-byes and I am now disposed of my houses and personal effects.

My conveyance is correct and the Ministry of Lands issued a Survey Plan in my name and I later applied and obtained a building permit before building the houses.

I have now got information that my two houses are about to be sold by Mr. Rekab to some Russians for the sum of eight hundred thousand Dollars and I already can guess about those who will share the money once the payment is done.

As a citizen of Sierra Leone and someone who has invested his life time savings in the country I have not been treated fairly.

This is the only country that I know that a Judgment is given in a case before the end of the case.

I am therefore calling for your urgent intervention in order for my property not to be sold and for you to put a stop to the gross abuses that I have suffered in the hands of the Administrators of Justice and the Mr. Rekab.

  • I will like to know how this Ukranian becaome a citizen of my country Sierra Leone. Is he married to one of our sisters or have a child with a Sierra Leonean? If this is not the case, then he must have bribed to have our passport, like he was bribing to keep the illegal acquired land. I will suggest to his Excellency to take our passport back and put him in the next plane for Ukraine. He is a very corrupt person that encourages bribery and partly responsible for the financial state and economic condition of my mother land. Why did he decide to come to leave in Freetown? What is his business? Whazt does he do or sell? I will like him investigated because if he chooses my country, is because he is getting away withb thinks he cannot do in Ukraine.
